Guests: Jeremy Barnum, water system operator.


Meeting called to order at 6:00 p.m. by Mike Lawyer. Pledge of allegiance was recited.

Approve Minutes:

Motion made by Marshall/Mike to approve minutes from September 9, 2020; vote taken, all in favor, motion passed.


Treasurer’s Report:

Sara presented the water commissioners with a trial balance report for FY21; checking account balance $124,898.99. Currently there is $1507.16 outstanding from users.


A warrant with supporting invoices dated October 14, 2020 totaling $3563.64 for bills was submitted for review and signatures by the members.


A warrant with supporting invoices dated September 30, 2020 totaling $1608.08 for bills was submitted for review and signatures by the members.


Loan repayment from 2015 planning loan started this fiscal year, last payment will be made October 1, 2024.


Sara will create a spreadsheet with already paid project expenses (Otter Creek & Don Desroches) for project cost tracking and keep copies of invoices in a project folder for easy reference.


FY22 budget prep will begin with Sara and Mike meeting to prepare a draft for the November or December water commissioner meeting.


Water Operator:

          -sampling-October routine samples not done yet, VOC sample done October 14,     2020. Mike will notify the State that the VOC has been completed. Many samples        due this last quarter of the year, Marshall will meet with Jeremy to complete. The         board discussed making an annual check list of operator items that also includes     the States sampling schedule. Sara could also include documents that require       scheduled updates like the source protection plan and O & M Manual.

          -Level 2 Assessment was completed September 25, 2020, Marshall & Jeremy felt it   went well; the report from the assessor has been received and a copy was sent to          the State by him as well.

          -hydrant painting-still a few left to be done. Adding metal posts in front of some hydrants to prevent damage was discussed

          -Jeremy & Marshall need to update the as-built maps with new curb stops.

          -Sara questioned if there are sampling waivers that can be applied for. Mike will      inquire with the State as to the process.


Water System Project Update:

Over flow piping installation was discussed, all members in favor of it being completed later this month or in November. Tank draining, cell levels and the time of this work was reviewed.


The punch list is still being worked on, Mike did not yet have an update on it from John at Otter Creek Engineering for tonight’s meeting.


The possibility of adding a building above the vault was discussed, more discussion will be had at a later time.



          Spring Upgrade: none


          Alternate/Additional Water Sources: reviewed potential locations in town and the         pros & cons of each location. Mike will talk to the State more about the process and get suggestions on where to start.



Other Business & Mail:



The next monthly Water Department meeting will be on Wednesday, November 11, 2020 at 6:00 p.m.
