MINUTES OF THE WATER COMMISSIONERS
Wednesday November 13, 2019 @ 6:00 P.M.
Town Clerk’s Office
Guests: Dave Bennion & Peter Magnant, Selectboard.
Meeting called to order at 6:05 p.m. by Mike Lawyer. Pledge of allegiance was recited.
Motion made by Brooks/Mike to approve minutes from October 9, 2019 and October 30, 2019; vote taken and motion passed 2-0.
Sara presented the water commissioners with a trial balance report for FY20; checking account balance $46,604.92.
A warrant with supporting invoices totaling $44.36 was submitted for review and signatures by the members. Discussion was had, warrant signed.

Budget prep for FY21 is underway; Sara will send a copy for all to review for December meeting that will include FY19 final and FY20 anticipated.
Marshall entered the meeting at 6:12 p.m.
Water Operator: (not in attendance)
-Sampling: October monthly sampling was completed October 29;
-PFA sample is said to be done this week by Jeremy Barnum, water operator.
-Metal detector-research still being done.
-Hydrant flushing-Jeremy and the Fire Department members flushed all hydrants on October 21, 2019.
Franklin Central School:
The school completed lead sampling with the State of Vermont. Some taps came back with elevated levels. Ben Montross from the State of Vermont has inquired on what types of lines are on the system and going into the school. Marshall stated all main lines are poly/pvc pipes. Mike will respond to the State with information on lines. Mike will send a copy to Peter for the MVSD board as well.
Water System Project Update:
-Vote, bid process & management, loan
The water vote informational meeting was held on October 30, 2019, very poor public turn out. The water vote was on November 5, 2019; there were 63 votes cast; 59 yes, 4 no. The vote passed.
The board reviewed the Town’s Procurement and Purchasing Policy. Discussion was also had on the earthwork bid and the controls only bid suggestion from Otter Creek. The timeline for meetings and bid notices & deadlines was reviewed. Motion made by Marshall/Brooks authorizing Mike to schedule/set dates with John Kiernan at Otter Creek as needed and based on the project being all completed by August 1, 2020; vote taken, all in favor.
John Kiernan from Otter Creek Engineering has submitted a Proposal for Engineering Service to include bid, construction and post construction phase services for the water system project via email. The proposal was reviewed. Marshall/Brooks made the motion to authorize Mike to sign the Otter Creek Engineering Proposal for Engineering Services document; vote taken, all in favor.
Marshall/Brooks made a motion effective the July 1, 2020 billing to increase rates $100 per unit, billed twice annually; vote taken, all in favor. Sara will include an insert with this information in the January 1, 2020 bill.
Other Business & Mail:
St. Michael’s Collage survey-no action taken.
Next month’s Water Department meeting will be on Wednesday, December 11, 2019 at 6:00 p.m. The Select board next meeting is December 18, 2019 at the FELCO Room, all water commissioners are invited.
Motion made by Brooks/Marshall to adjourn the meeting by, all in favor, motion passed. Meeting adjourned at 7:38 p.m.
