MINUTES OF THE WATER COMMISSIONERS

Wednesday November 11, 2020 @ 6:00 P.M.

Virtual Call

Members Present: Mike Lawyer, Brooks Sturtevant, and Sara Rainville, secretary.

Guests: Jeremy Barnum, water system operator, Dave Bennion & Peter Magnant, selectboard.

Meeting called to order at 6:03 p.m. by Mike Lawyer. Pledge of allegiance was recited.

Agenda Amendments:

None.

Public Comments:

None.

Approve Minutes:

Motion made by Brooks/Mike to approve minutes from October 14, 2020; vote taken, all in favor, motion passed.

Treasurer’s Report:

Sara presented the water commissioners with a trial balance report for FY21; checking account balance $119,890.32. Currently there is $1582.16 outstanding from users.

A warrant with supporting invoices dated November 11, 2020 totaling $2,266.23 for bills was submitted for review and signatures by the members.

A warrant with supporting invoices dated October 16, 2020 totaling $1,445.03 for bills was submitted for review and signatures by the members.

All members is favor of Mike signing warrants, Brooks will also sign them.

Reviewed the spreadsheet for the water system project costs.

Loan repayment from 2015 planning loan started this fiscal year, last payment will be made October 1, 2024. Sara spoke to DWSRF and the extra $100 invoiced and paid will be applied to the 5^th years payment.

FY22 budget prep will begin with Sara and Mike meeting to prepare a draft for the December water commissioner meeting.

Disconnect timeline reviewed. Sara will follow-up with VLCT.

Water Operator:

-sampling- Mike will follow-up on sampling waivers. Lead & Copper was done 10/28/20; still need to do PFA’s, IOC and nitrates before year end.

-Sanitary Survey will take place at the spring with the State of Vermont & Jeremy on November 12, 2020 1:30 p.m.

-hydrant painting-still a few left to be done. Jeremy added metal posts in front of some hydrants to prevent damage.

-Maps-Mike will follow-up with NRPC on getting copies made; Jeremy & Marshall will update the as-built maps with new curb stops.

-monthly State of VT operator form-will continue to submit hard copy.

Water System Project Update:

Mike, Marshall, John Kiernan (Otter Creek Engineering) and Ron Desroches meet on Monday, November 9, 2020 at the water system; Ron will be back the week of November 16, 2020 to work on punch list items.

The Mission Program was discussed; still some inconsistencies with signal & data reporting.

Projects:

Spring Upgrade: none

Alternate/Additional Water Sources: Mike stated we are waiting for more information from John Kiernan, hoping to have it for the December meeting.

Other Business & Mail:

None.

The next monthly Water Department meeting will be held virtually on Wednesday, December 9, 2020 at 6:00 p.m.

Motion made by Brooks/Mike to adjourn the meeting by, all in favor, motion passed. Meeting adjourned at 6:42 p.m.
