MINUTES OF THE WATER COMMISSIONERS
Wednesday May 8, 2019 @ 6:00 P.M.
Town Clerk’s Office
Members Present: Brooks Sturtevant, Marshall Ploof, Mike Lawyer and Sara Rainville, secretary.
Guests: Yvon Dandurand, Peter Magnant, Dave Bennion, Selectboard members and Jeremy Barnum, water system operator.
Meeting called to order at 6:00 p.m. by Mike Lawyer. Pledge of allegiance was recited.
Brooks/Marshall made the motion to approve the April 10, 2019 minutes; vote taken, all in favor, motion passed.
Sara presented the water commissioners with a trial balance report for FY19; checking account balance $49,929.91.
A warrant with supporting invoices totaling $3,607.36 was submitted for review and signatures by the members. Discussion was had.
All delinquent water accounts have been paid, just a couple late fees that are still outstanding. Next water billing is July 1, 2019.
Operator compensation was discussed, all members and operator in agreement of previously agreed amount of $360.50 per month, operator will be paid starting back to February 2019; rate will have workers compensation and taxes being deducted.
Lab locations for monthly water samples were discussed; Jeremy will continue taking samples to Endyne.
Water System Project Update:
Letter received from the State of Vermont on April 11, 2019 regarding the submitted Preliminary Engineering Report (PER). Mike has worked with John at Otter Creek Engineering on sending a response back to the State; there are still some items that the board needs to review. Letter was reviewed and discussion was had on the following topics:
source supply, yield & demands, alternate water source, filling station to accept bulk deliveries of water, project timeline, alternate power source or installing of solenoid, corrosion control treatment, treatment building and standby chlorinator.
The board drafted a timeline for the remainder of this year; Mike will contact Patrick Smart with the State of Vermont on the board’s behalf, all members in favor.
Operations & Maintenance Manual (O & M Manual):
Letter received from the State of Vermont on April 12, 2019 regarding the submitted Operations & Maintenance Manual. The members reviewed the letter and discussion was had on the following topics: disinfection processes & facility, vendor list, boil water notice procedure, bulk hauling practices, source supply, yield & demands during drought conditions, water conservation practices, procedures & public notification, customer complaint procedures and standby chlorinator.
The complaint section will be updated to include: complaints during business hours will be made to the Town Clerk’s Office; after hours/urgent calls will be made to the water operator on his cell phone. All members approved.
Members reviewed business, single family & multi-family homes as well as the elderly housing and school usages.
Brooks/Marshall made the motion for chair, Mike Lawyer, to make changes as discussed to the Operations & Maintenance Manual and submit it to the State of Vermont, vote taken, all in favor, motion passed. Mike will consult with John at Otter Creek Engineering before he submits the document to the State.
The reservoir tanks are set to be cleaned and inspected on May 14, 2019. Mike will confirm with the diver to meet Jeremy at the Webster Road spring location.
Water Use Ordinance:
The Water Use Ordinance was approved with changes by all members at the April 10, 2019 meeting. Sara presented members with the final version for signatures, all members signed.
Mike suggested hiring Brent Desranleau to come do preventative leak detection this spring now that the frost is out of the ground. Brooks/Marshall made the motion to hire Brent Desranleau to check for leaks on the system, vote taken, all in favor, motion passed. Mike will coordinate a date with Brent and Jeremy.

Next month’s meeting will be on Wednesday, June 12, 2019 at 6:00 p.m.
Motion made by to adjourn the meeting by Brooks/Marshall, all in favor, motion passed. Meeting adjourned at 7:52 p.m.
