MINUTES OF THE WATER COMMISSIONERS

Wednesday, February 13, 2019 @ 6:00 P.M.

Town Clerk’s Office

 

Members Present: Brooks Sturtevant, Marshall Ploof, Mike Lawyer and Sara Rainville, secretary.

 

Guests: Dave Bennion & Peter Magnant, Selectboard members.

 

Meeting called to order at 5:31 p.m. by Mike Lawyer. Pledge of allegiance was recited.

 

Agenda Amendments:

None.

 

Public Comments:

None.

 

Approve Minutes:

Brooks/Marshall made the motion to approve the January 18, 2019 minutes; vote taken, all in favor, motion passed.

 

Treasurer’s Report:

Sara presented the water commissioners with a trial balance report for FY19; checking account balance $50,387.66.

 

A warrant with supporting invoices totaling $151.36 was submitted for review and signatures by the members. Discussion was had.

 

Sara will add late fees to the January 1, 2019 billing on March 1, 2019 to all accounts at that are still outstanding that have not made payment arrangements with her.

 

Water Operator:

Jeremy could not attend tonight’s meeting.

 

January 2019 water sample tested positive, resample was done last week as was the February sample and all came back negative. Discuss possibilities of why a sample tests positive for coliform.

 

Sara has the monthly operator form ready for Jeremy’s signature, once completed she will mail to State of Vermont.

 

Operator compensation was discussed; Mike will invite Jeremy to the March 13, 2019 water district meeting to discuss further with the commissioners.  

 

Source Protection Plan:

Sara sent out the 2016 approved plan; all members have reviewed. Sara will make updates as needed and submit to the State; Mike will sign cover letter once plan is ready.

Water System Project Update:

All members should review latest revisions that John Kiernan, Otter Creek Engineering, has made and be ready with comments for the March 13, 2019 meeting.

 

Other Business & Mail:

            -Dick Wright Ford Dealership garage had frozen pipes that burst causing flooded     floors, etc. as the furnace failed.

            - LCCA water spigot at Franklin Fire Department-add to March 13, 2019 agenda

            -Church and Town hall water lines have not frozen since lines replaced.

            -Rate increase notice will be posted on the Water Districts website

 

Next month’s meeting will be on Wednesday, March 13, 2019 at 6:00 p.m.

 

Motion made by to adjourn the meeting by Brooks/Marshall, all in favor, motion passed.

 

Meeting adjourned at 6:42 p.m.
