MINUTES OF THE WATER COMMISSIONERS
Wednesday August 12, 2020 @ 6:00 P.M.
Town Clerk’s Office
Members Present: Brooks Sturtevant, Mike Lawyer, and Sara Rainville, secretary.
Guests: Dave Bennion & Peter Magnant-Selectboard and Jeremy Barnum, water system operator.
Meeting called to order at 6:10 p.m. by Mike Lawyer. Pledge of allegiance was recited.
Discussion was had on updating the Water Department’s webpage with conservation notice updates as they are ongoing and people on questioning if they still need to conserve. Sara will encourage users to provide the office with their email addresses for emailed notices.
Motion made by Brooks/Mike to approve minutes from July 8, 2020; vote taken, all in favor, motion passed.
Sara presented the water commissioners with a trial balance report for FY21; checking account balance $204,210.41. Currently there is $6,042.16 outstanding from users.
A warrant with supporting invoices totaling $78,843.57 for bills was submitted for review and signatures by the members.
Discussion was had on the Desroches payment #2 request and work done to-date.
Jeremy stated that the new controls are almost completed. Mike, Marshall and Jeremy are meeting tomorrow at the project site to review new control system. The work on the overflow controls in the tanks has been postponed until a later time, Ron Desroches was in agreement with the board request.
Change Order #1 was approved and completed; 3 additional valves were installed for $1200.
Discussed a sump pump.
- paint tank hatches-Jeremy will be taking care of.
-hydrant painting-Brooks will coordinate with Jeremy & Marshall on getting supplies & timeline
-water shortage-tank levels have been rising, currently holding
-5129 Main Street-user requested water be turned off; Marshall and Mike turned it off 8/11/2020 at 6:30 and also discovered a leak.
Water System Project Update:
Jeremy & board are very happy with the work that has been done so far.
Mike discussed the heat that was included on the plans, also noted the 5th 1” conduit was not installed as the plans called for. The need for more padlocks was discussed; Sara and Mike will order from previous vendor and have keyed the same. Mike thanked Jeremy for all his time at the project site, very much appreciated. All in agreement that Desroches has been great to work with on this project. Ph readings were discussed.
Alternate/Additional Water Sources:
John Kiernan at Otter Creek Engineering sent information to the board in an email dated July 20, 2020. The board reviewed it and would like John to attend a meeting to discuss it further. Potential well locations in Town were noted.
School Cleaning & Use of Water:
Mike has spoken with Joyce Hakey, Franklin Principal, she doesn’t see them using any extra water once school starts.
Other Business & Mail:
Marshall Ploof entered the meeting at 7:26 p.m.
The next monthly Water Department meeting will be on Wednesday, September 9, 2020 at 6:00 p.m.
Motion made by Brooks/Marshall to adjourn the meeting by, all in favor, motion passed. Meeting adjourned at 7:32 p.m.
