MINUTES OF THE WATER COMMISSIONERS

Wednesday April 8, 2020 @ 6:00 P.M.

Conference Call

 

Members Present: Brooks Sturtevant, Mike Lawyer, Marshall Ploof and Sara Rainville, secretary.

 

Guests: Peter Magnant, Yvon Dandurand, Dave Bennion-Selectboard, Jeremy Barnum-water operator and Lisa Larivee-Town Clerk.

Meeting called to order at 6:20 p.m. by Mike Lawyer. Pledge of allegiance was recited.

 

Agenda Amendments:

Add: disconnects to Water Operator.

 

Public Comments:

None.

 

Approve Minutes:

Motion made by Brooks/Marshall to approve minutes from March 11, 2020; vote taken, all in favor, motion passed.

 

Treasurerís Report:

Sara presented the water commissioners with a trial balance report for FY20; checking account balance $49,260.68. Currently there is $1,766.66 outstanding from users.

 

A warrant with supporting invoices totaling $1,580.71 was submitted for review and signatures by the members. Discussion was had about the $50 weekend charges at Endyne on Friday samples, board will review with Jeremy.Motion made by Marshall/Brooks approving Mike to sign the warrant on behalf of the board, vote taken, all in favor, motion passed.

 

Water Operator:

††††††††† -operator renewals are due June 30, 2020 for Marshall and Jeremy and the deadline to submit applications is May 30, 2020.Both Marshall and Jeremy need 10 hours of training to renew.The State is allowing renewals to be sent in with a letter requesting an extension due to the current COVID -19 and needing more time for training to be completed. Sara will send Marshall and Jeremy their paperwork for signatures and have them return to her in the book drop. She will send to the State with the appropriate fees next month.

††††††††† -repair landscaping: Done at Tatroís but still need to go back to Danforths, Jeremy will take care of and let Sara now once its completed.

††††††††† -State of Vermont violation letter: sample was not taken for nitrates in the last quarter of 2019; one was one by Endyne June 28, 2019. Will need to include the violation in the 2019 CCR to users.

††††††††† -disconnects: Sara will continue to send monthly statements. Board will discuss late fees and possible interest charges at next meeting. Sara will provide State Statues on the topic next month also.

Lisa joined the call.

Schedule of Water Rates & Charges:

The board discussed having a base user fee towards debt repayment even if a customer has their water disconnected.The water being accessible on the property adds value to the home regardless of if itís currently being used.Mike will draw up a draft proposal for next month.

 

Jeremy joined the call.

 

The board discussed nonresidential units and how their currently being assessed, the board will discuss further after researching the Stateís formulaís for units.

 

The board reviewed the current charges for hydrant damage; they would also like to include damages to shutoffs and any part of the water system in the current fee schedule.††

 

Mike will draw up a draft proposal for next monthís meeting with the above discussed fees and units.

 

Water System Project Update:

††††††††† -Timeline- Preconstruction meeting was held on February 25, 2020 with Ron Desroches. In an email from John Kiernan at Otter Creek Engineering dated March 24, 2020, he stated that some controls had been ordered but not the cement tank. April 13, 2020 was the anticipated project start date, the board has not heard from the contractor or the State that the project has been put on hold.The board would like to continue with the project at this time as planned. Mike will speak to John and update the board.

††††††††† -Funding-Loan terms were reviewed. The Selectboard approved obtaining a loan from Peopleís Trust Company at their April 1, 2020 meeting. Since then the board has received a quote from Community National Bank with a much better rate, Mike stated the lower rate could save up to $30,000 over the course of the loan. Water members would like to use the bank with the lower rate. The Selectboard will discuss at their April 15, 2020 meeting.

Discussion was had on if the project was to get delayed.

 

Other Business & Mail:

None.

 

The next monthly Water Department meeting will be on Wednesday, May 13, 2020 at 6:00 p.m.

 

Motion made by Brooks/Marshall to adjourn the meeting by, all in favor, motion passed.Meeting adjourned at 7:30p.m.
