MINUTES OF THE FRANKLIN PLANNING COMMISSION

HOMESTEAD DINING ROOM

 

Members Present: Clark Hubbard, Jordie Fraties, David Bennion, Rolland Rainville,

Meeting called to order at:  Meeting was called to order at 7:35

 

Approval of minutes: Dave made a motion to approve the April minutes, seconded by Jordie.

 

Old Business: Clark spoke about concerns regarding wording from the last meeting.  He is still waiting from Michael Gervais regarding plans rather than deed.  Clark did not mean to use the word deed at the meeting.  The plan is not signed off by Clark as of yet. He will sign off on the plan after he hears from Mr. Gervais regarding right of ways regarding septic and other variances.  The plan is legal, according to the Franklin Bylaws and Municipal plan. There are concerns regarding the way the subdivision is divided, and the distance from the septic which is ten feet.   Jordie wondered if some changes should be looked at in bylaws in the future.  Clark said that would be something to look at.   

The energy plan is on the agenda to be warned at tomorrow’s Selectboard meeting. 

John Ho sent information regarding the solar project to the PC.  It had to be updated as his original period for application had elapsed.  There have been no changes to John Ho’s plan.

New Business: Roland has noticed that there are several maps depicting the Franklin Watershed.  The problem he is noticing is that all the maps are different.  He feels the map that is located at the Franklin Homestead is incorrect.  The PC feels that it is unclear where Franklin Watershed gets its water from, and where it goes.   

There was discussion regarding ways to eliminate the problem Lake Carmi is experiencing.  Roland spoke about his experience in Montpelier when farmers spoke to the legislature.  The Phosphorus is not just coming from the farmers according to the data shown.  The samples sent are short of phosphorous.  It is felt that everybody has to work together.  Septic systems around the lake are being used longer and more often than in the past.   The State Park is doing a lot of work to improve what goes into the lake.  A new septic system is being installed, as well as new culverts for drainage. 

The PC discussed the fact that Lake Carmi is continually filling in as it is spring fed.  Due to the movement of dirt and silt it is getting shallower.  The PC discussed the aerator and the possibility of dredging as a solution. 

Roland asked Dave if the Selectboard is looking into the well.  There was no information regarding that issue.

Jordie asked the PC about the possibility of Vermont Gas running lines to Franklin.  There is not information regarding Vermont Gas intention to extend lines to Franklin.  The PC discussed the need for Vermont Gas to have an idea of how many residents would be interested in having Vermont Gas expand lines to the village. The PC discussed a questioner to the members regarding Vermont Gas. 

 

Comments: Roland feels that there needs to be an accurate map of the Watershed that depicts where all water drains. 

 

Motion to Adjourn: Dave made a motion to adjourn the meeting Rolland seconded the motion.

The meeting was adjourned 8:10 pm.

 

The next regular meeting of the Planning Commission will be held on June 19, 2018 in the Homestead Dining Room.
