Franklin Selectboard Meeting joint with
Planning Commission and Zoning Board of Adjustment
October 26, 2019 @ 9:30 a.m.
Call to order
At 9:34 a.m. Yvon Dandurand called
the meeting to order.

Purpose of Meeting: Determine status of occupancy of Hill Rd residents.
Sargeant stated the purpose of the letters that were sent to all
residents. Paulette Tatro asked what the
letters stated. Wendy read the letter
and reviewed the attachment that was also sent; to advise the residence of the
complaint and violations and what the Development regulations were for seasonal
stated the history of the Hill Rd occupancy, reviewed what information came up
during the prior meetings with the Meunier’s.
The Selectboard doesn’t have lots of records regarding the leases to
make necessary determinations.
Hubbard reviewed status of Development regulations pertaining to seasonal
occupancy. Clark would like to know how
the Selectboard plans on dealing with occupancy issues. To be considered year-round would need to
meet the following:
State approved potable water
State approved septic/gray water system
Off road parking for two vehicles
Town of Franklin wouldn’t be held liable for
plowing private roads or bussing for school
reviewed the complaints from Abbotts regarding pushed up snow blocking the road
access, cannot impede the ROW access.
Gervais, Clark H and Rolland Rainville all stated that the responsibility of
leases falls upon the landowner to control.
stated that Brian Juran (disabled) breached the idea of an affidavit to clear

legislative body having to deal with Seasonal properties and occupancy.

of construction equipment onto the road to his property. Clark reviewed the Development regulations
regarding business/home occupations/heavy equipment status and requirements. Rolland asked about when the listers last
went down Hill Rd; no one could provide an answer.
asked for clarification on Hill Rd; need to determine how long individual
requests on affidavits are needed; every six months? Sam suggested April 15th and Oct
15th for affidavit for Brian Juran.
regarding fines for violations; $100 per day?
Selectboard meeting discussion:
Discuss compensation for Zoning Administrator
for writing letters, ect.
Estimation of hours
Enforcement of occupancy letters
Discuss designated policing committee.
outlined the process of enforcement letters, give 14 days by certified
letter. Yvon suggested that Wendy make a
template and letter would be circulated amongst all the boards for approval.
Clark H/Paulette T made a motion to
adjourn the meeting. Vote taken; all in favor; motion passed. Meeting adjourned
at 10:50 am.
