Franklin Selectboard Meeting

At 7:02 pm the meeting was called to order by Pete M and the Pledge of allegiance was recited by all.

Present: Peter Magnant, Yvon Dandurand, Brooks Sturtevant, Andy Godin and Sandi Murphy

 

Guests: Bretton Gardner (Pike Industries rep), Jeremy Barnum, Jake Dandurand, Polly Gadbois, Kevin and Rusty Russin, Stephanie and Bridget from the rec committee

 

Agenda amendments:

Under Article 6, Town Clerk concerns:  add bicycle/pedestrian program

 

Public Comment Period - none

 

Highway department:

     Pike paving - Bretton Gardner from Pike Industries was present. He had met with Jeremy and went over the roads and distances to be paved. It’s estimated to take 492 tons at $73 per ton. Peter M asked if this would be Virgin mix. Answer: no, it has a mix to it. Discussion followed on doing the best job possible. The SB does not want the paving to be done when it’s cold or raining. Yvon D suggested any holes get filled in before paving. Peter M asked about scheduling. Bretton said the contract needs to be signed before Pike will schedule. Peter M requested a pre-meeting just before the work is done. Jeremy suggested September 2018 as a timeline. Pike has a one year guarantee. Bretton G will submit new estimates. Peter M signed the contract with Pike.

     Loader discussion/review - Yvon D did some footwork calling and visiting other town road crews to see what they used for a loader and what the service was like. The report on Beauregard’s was not favorable. Three towns have Case now and are buying John Deere. Case is a 4 cylinder and JD is a 6 cylinder. JD has better trade-in value. Peter M suggested the SB make a decision by the next SB meeting. Yvon D said the radial tires are a must (the radial tires are an additional $3200 and the LED lights are $1235 extra).

     Better roads grant agreements (2) need to be signed. Andy G/Brooks S made a motion to sign the grant agreements for Barnum Road and Middle Road. Jeremy explained what work would be done. Vote taken. Motion carried. Peter M signed the grant agreements.

     VTRANS letter - this is a letter from the Franklin SB to the state concerning the intersection of Lake Rd, Middle Rd, and Main Street. Peter M read the letter aloud. Brooks S/Yvon D made a motion to sign the letter and send it out to Jim Cota from VTRANS. Motion carried.

     Municipal Roads General Permit - notice of intent letter needs to be signed. Brooks S/Yvon D made a motion to sign the letter. Brief discussion. Motion carried.

     Chloride trailer - Polly Gadbois wants chloride on her camp private road. Jeremy said the chloride costs .92 per gallon. Peter M suggested the town could sell the chloride to the campers and they can hire someone to apply it. The SB agreed to this.  As a side note Polly G made the SB aware of a mistake on the signage for Harrison Rd. The 911 name is Harrison Drive and the sign says Harrison Road

 

Junk Ordinance follow up/ Russin

Peter M said he heard they have received a Zoning Permit to erect a shed. The Russin’s reported they have mowed the grass and put down stone. They will continue to work on the clean-up. The SB thanked them for their efforts and communication.

 

 

Approve Minutes - May 21 and June 6, 2018

Yvon D/Brooks S made a motion to accept the minutes of May 21, 2018 as presented. Motion carried. Brooks S/Yvon D made a motion to accept the minutes of June 6, 2018 as presented. Motion carried.

 

Town Clerk concerns:

·         Sheriff contract - Lisa has not received a new one yet. Next year’s budget is $5800.

·         Bicycle/Pedestrian Program - this concerns sidewalks. Peter M will talk to Lisa and then send the letter out.

 

Old Business

Dog impound fee per Ordinance - Dennis Demar Animal Control Officer. The SB decided to postpone this discussion until next meeting.

 

 

 

 

 

New business

Rec Dept. - pine tree. The Rec. Dept. committee asked the SB if a certain pine tree can be cut down and a new one planted in it’s place. Peter M suggested the SB warn this in their next meeting. The Rec. Director position job description needs to be revised. Lisa was unclear if it needs to be rebid. The Rec Committee has several summer programs. Monday nights there is a walk/run down behind the school; a book box will be set up in conjunction with the library; Wednesday’s they are trying a pick-up softball game. There is a Grandby Zoo day trip planned in August and a Community Meal event.

 

TH #33 - legal trail reclassification. In order to reclassify a road the SB needs to have a Public Hearing. Peter M suggested to warn it for August 1, 2018 at 6:00 pm. All agreed.

 

School merger options discussion - the State Dept of Education is having a meeting in Newark, VT on July 18, 2018. Franklin School Board wants to have a meeting on July 10, 2018 for Franklin residents.

 

Review and sign bills

All SB members reviewed and signed off on the bills.

 

Selectboard folder - Peter M went thru the folder.

 

Member concerns:

Peter M - the SB Meeting in July will be on the 11th. The Planning Commission is having a Public Hearing to present an update to the Town Plan on June 26, 2018.

 

Yvon D - I will move forward on the loader numbers.

 

Brooks S - we need to decide on the loader soon. The weed harvester is ready to go.

 

Andy G - no concerns.

 

Next meeting date is July 11, 2018 at 6:00 pm at the Town clerk’s office
