Franklin Special Selectboard Meeting

Members Present:

Brooks Sturtevant, Yvon Dandurand, Dave Bennion, Pete Magnant (arrived at 9:45a.m.)


Guests Present: Ted Meunier, Peggy Meunier, Wendy Sargent - Zoning Administrator


Yvon D outlined the purpose of the meeting - to deal with the complaints regarding Hill Rd residents living there year round instead of seasonal camps.


Yvon D asked Ted Meunier if he owned the buildings on Hill Rd, he stated that he doesn't own the buildings, he stated that he owned the land.  Yvon D asked about the status of the leases, lots on Hill Rd, Ted M couldn't clarify the number of leases on Hill Rd.   Yvon D asked about whether or not the leases stated if residence status was seasonal or year round, Ted M couldn't clarify the status of the leases regarding residency and he stated that the leases are 99 years old.   Peggy Meunier stated that the residences are supposed to be seasonal not year round. 


Wendy S outlined the regulations relating to the leases and how long people are living on Hill Rd.  Wendy S reported that there are 11 lots on Hill Rd.


Dave B stated that Clark Hubbard, Chair of the Planning Commission, reported at the last Selectboard meeting that based on zoning regulations that leases are NOT supposed to be living there year round.  Peter M asked whether or not those on leases are aware that they are in violation.   Stated a letter from Wendy S, Zoning Administrator, should be drafted to notify leasees what the regulations are and that they will be enforced related to seasonal vs. year round


Yvon D asked Ted M about how many of the residences are connected to the septic system, Ted M stated that he believed all residences on the hill are connected to the Septic System


Dave B stated that Wendy’s idea of a general blanket letter regarding all residences on Lake Carmi regarding leases and status of year round or seasonal.  Dave B stated that a review of the leases should be done to determine the status of year round or seasonal.  Yvon D stated that we need to determine the status of the leases and Dave B stated that it would be important to review the leases starting on Hill Rd.


Peter M stated that the wording of the letter should be that a review will be done related to the leases regarding the status of year round and seasonal.


Franklin Center Cemetery: Selectboard is in agreement regarding Franklin Center Cemetery dissolution and closure of bank account, not comfortable making any motions regarding the transfer of the account to the Town of Franklin at this time.


Brooks S/ Yvon D made motion to adjourn at 10:18 a.m.


Next meeting will be September 18th at 6 pm
