Franklin Recreation Meeting July 24, 2018

Bridget called the meeting to order at 7:10 p.m..



Public Comment




Approve Meeting Minutes

Bridgette motioned to approve the meeting minutes from July 2. Bridget seconded. The motion passed.



Treasurerís Report




Library Report

The grand prize for the library summer reading program is a new bike. The drawing will be held at the community dinner.


Paula also noted that the Haston Library looking for a new librarian.



Recreation Directorís Report

Nothing to report that is not on the agenda.



Little League

Moved to later in the agenda.




The Sheldon soccer coach is concerned that Act 46 will affect the ability for the Franklin and Sheldon soccer teams to merge. If the teams do not merge, Franklin will have one co-ed 5/6 soccer team. Sam and Jenessa Gervais have volunteered to coach this team. Elven 5/6 players have signed up.


A reminder for parents of kids in fourth grade and below to fill out and return their registration forms will be sent out via email and Facebook in mid-August.




RiseVT MiniGrant Playground Planning:

There are not many commercial playground options in the $3000 range. Discussion about how to make the most of the RiseVT Grant money and if there is money available in the Franklin Recreation budget or elsewhere that could be used for the playground at the ball fields. Bridget made a motion to purchase the Miracle swingset for $1749. Stacy seconded. The motion passed. Dawn will contact Miracle about purchasing the swingset. Dawn will also look into additional grant opportunities for playground equipment. Once the gaga ball pit is constructed, options for using the remaining money from the grant will be discussed.



Little League

Discussion about what needs to be done to winterize the baseball and softball fields. The Recreation Board members plan to work on the fields during the afternoon on August 9, beginning at 1 p.m..


Corey Fregeau and Mike Bessette are planning some fall baseball practices and asked if the baseball field would be available for use through October. During the fall, there is a soccer field in the baseball outfield. More information has been requested, but the soccer season will have precedence in the fall. A decision will be made at the next meeting.



Summer Programming

Granby Zoo: There was little interest in this trip. Discussion about how to increase participation - different day of the week? Offer a bus ride? Better weather? This event will be offered again next year.††

Paint and Sip:Franklin Recreation would still like to offer this event, but has had difficulty finding an instructor and is currently looking into more options.

Community Dinner: The community dinner will be held on August 25. The Farm to School program is about $250 short of the funds needed to host this dinner. Bridget made a motion to spend up to $250 on the obstacle course for the community dinner. Stephanie seconded. The motion passed.

Kayaking:Swanton Recreation will be lending Franklin Recreation kayaks for the two remaining Sunday night kayak trips. Franklin Recreation is also looking into kayaking in a different location for one of the remaining trips.


Recreation Director Job Description and Contract

Postponed until next meeting.



Review and Approve ByLaws

The ByLaws were reviewed by members of the Franklin Recreation Board. Bridgette made a motion to approve the ByLaws. Bridget seconded. The motion passed. Bridget will send the latest version to the Town of Franklin SelectBoard for review and approval along with a question about the Recreation Board member terms.


Draft Policies

Draft policies for sponsorship and how to respond for requests for money were started. They will be completed and reviewed at the next meeting.



Write Thank You Notes

The thank you cards are not ready yet. This will be completed at a future meeting.
