Meeting called to order at: 7:06
Approval of Minutes: Dave moved to approve, seconded by Dan.
Old Business: no old business.
New Business: The PC looked at the zoning reports that Wendy sent to the committee. No questions or concerns.
The PC is reviewing the plan the James and Ronna Messier have for a three lot subdivision. They have a buyer for the land, but the buyer wants the property divided before he purchases it. The current plan does not meet the 140 feet of road frontage as stated in the town regulations. Each building lot is 7 feet short for a total of 21 feet.
Dan stated that in an another case, an individual had to purchase additional land to create enough road frontage for his building lot. Sam reiterated that the regulations state 140 feet of frontage.
Sam asked James Messier if he owns the abutting property. James said that he does. Sam asked James if he could take 21 feet of his property and add it to the planned subdivision to create 140 feet of road frontage, and James said that he could not due to his septic location to the Homestead property line.
The PC is concerned that they would be setting a precedent if they approve the plan which does not meet the road frontage regulations. They want to be fair to all others who have applied for building lots. James stated that the state has approved the plan including wastewater and septic. Unfortunately, Bob said, the state does not know town regulations. If James changed the lots, he would then have to go back to the state for approval.
The ZBA has a meeting scheduled this week to discuss a variance for the plan. The PC decided to contact the ZBA to cancel the meeting until after a decision is made by the PC. The PC will do a site visit this weekend to determine how much of a problem the 21 feet of road frontage is to the project. The PC will plan a special ZOOM meeting on Tuesday, November 24 at 7:00 pm to discuss the findings of the property site visit. The PC will make a decision at the meeting. The decision will then determine whether or not a ZBA variance will be needed.

A special PC meeting to discuss the Messier subdivision will be scheduled for Tuesday, November 24 at 7:00 pm via ZOOM. The next regular meeting of the Franklin Planning Commission will be held on December 15, 2020. Location TBA.
