Franklin Planning Commission

Members Present: Dave Bennion, Cyrus Grennon, Peter Kittell, Dan Larivee,

Rolland Rainville, Clark Hubbard, Jordie Fraties

 

Guests: Sam Gervais

 

Meeting called to order at 7:38.

 

Approval of Minutes: Dave made a motion to approve the March minutes, seconded by Clark.   All approved the motion. 

 

Old Business: Clark is still having talks with the energy board. The Electric Companies are causing issues with people wanting to use renewable energy.  Things are becoming more difficult in order for individuals to go solar.  John Ho is still waiting for approval from the state for his system.  The PC discussed the potential for a charging station as well as a right of way to the land the town owns that is located behind The Dick Wright building. Dave said that those are things the Selectboard is looking into.  Dave informed the members who were not at the last meeting that Wendy Sargent is currently assisting Bob as Zoning Administrator.  Now that there is an assistant to Zoning Administrator, the PC would like to see zoning permits at every meeting.

 

New Business: Clark thanked Dave for completing the energy survey.  Dave said that most of the questions were generalized with regards to what towns have done. 

Sam Gervais is present to introduce himself to the PC.  He is interested in taking Jordie Fraties position.  He is very interested in giving back to his community.  

Jordie will be leaving the PC as he is moving due to work location. 

The election of officers was held tonight.  Dan nominated Clark for Chair, Peter nominated Dave for Vice Chair.  All members approved the nominations.  Result of elections is that Clark Hubbard remains in the Chairman position, and Dave Bennion will remain as vice-chair. 

The PC discussed the aeration system for Lake Carmi. Dave told the PC what the Selectboard has been told about the effectiveness, noise level, and quality of system.   Dave and Rolland wondered why landowners were not part of the decision regarding the aeration system.  Dave said that there were public meetings posted. 

Clark welcomed Sam Gervais to the PC, providing the Selectboard approves.

 

Public Comments: No public comments.

 

 

 

Clark made a motion to adjourn the meeting at 8:20 pm, seconded by Dan.  All members approved the motion. 

 

The next regular meeting of the Franklin Planning Commission will be held on April 16, 2019 at the Franklin Town Clerk Office.
