Job Opportunity – Request for Proposals

Part-Time Water System Operation Services

 

 The Town of Franklin is in need of part-time Operator services for the Town’s Public Drinking Water System. This notice serves as a request for applications and proposals from individuals and service firms to provide the services on an annual basis. The system is currently a Class 2 system. Pending upgrades will require a certified Class 3 Operator. There are approximately 100 connections. Services will include collection of samples, reporting, routine operation and maintenance of the water system, hydrant flushing, coordination with Town and State officials, and other related activities.  Operators must reside in Franklin or a nearby municipality. 

  

A detailed job description and request for proposals (RFP) along with drawings of the system may be obtained by contacting the Town Office at 5167 Main Street, 802-285-2101 or townoff@franklinvt.net  

 

Please include the words “Water Operation Services” on submitted applications/proposals.  The deadline for receipt of applications/proposals is July 6, 2018 before 4:00 p.m.

NOTICE OF PUBLIC HEARING

Notice is hereby given to the residents of the municipality of Franklin, Vermont that the Franklin Planning Commission will hold a hearing on June 26, 2018 at 7:30 PM at Franklin Homestead to consider adoption of the Town of Franklin Municipal Plan pursuant to Chapter 117 of Title 24, §4387 and §4384 Vermont Statutes Annotated.

 

This Plan amendment takes into consideration the following changes to the Town Plan: incorporation of an enhanced energy plan in conformance with the requirements of 24 V.S.A. §4352. The purpose of the hearing is to receive public comments on the adoption of the updated plan and to discuss any comments provided by the public.

 

The Town of Franklin Municipal Plan includes 14 chapters: Chapter 1. Introduction, Chapter 2. Plan Goals, Policies, and Objectives, Chapter 3. Community Profile, Chapter 4. Scenic, Historic, and Archaeological Resources, Chapter 5. Economy, Chapter 6. Community Facilities Chapter 7. Community Services, Chapter 8. Community Utilities, Chapter 9. Energy, Chapter 10. Transportation, Chapter 11. Education, Chapter 12. Natural Conditions and Features, Chapter 13. Land Use, Chapter 14. Compatibility with Surrounding Towns, Chapter 15. Implementing the Plan, and Appendix A. Structures on the State Historic Register. Full text of the plan is on file in the Franklin Town Clerk’s Office. This plan is intended to be consistent with the goals established in Title 24, §4302 and §4382.

 

 

TOWN OF FRANKLIN

TRAFFIC ORDINANCE UPDATE

 

WHEREAS, the Town of Franklin has the authority granted in 24, V.S.A.  § 1971 and 2291 (1)(4) and (5), the powers to adopt, amend, repeal, and enforce ordinances to regulate traffic and devices.

 

On May 16, 2018 the Franklin Selectboard approved the amendments to the stop sign and other traffic control devices ordinance for the Town of Franklin.  The full text is available for review at the Town Clerk’s office, 5167 Main St, Franklin, Vermont as required by V.S.A., Title 24, Section 1972 a concise summary of the ordinance is being published herewith:

The purpose of this ordinance is to regulate traffic in order to protect the public health, safety and welfare.

 

ARTICLE 10: PARK AND RIDE FACILITY

      The public Park and Ride facility located at the end of Homestead Drive shall be for daily commuter parking only.  This ordinance shall prohibit overnight parking, abandoned vehicles and any vehicles located on the Park and Ride lot being used as residences (camping) by any person.  There shall be no loitering by any group of people in the Park and Ride lot.

 

This ordinance shall take effect 60 days (July 16, 2018) following adoption by the selectboard, unless five percent of the voters petition the legislative body of the clerk of the municipality within 45 days of May 16, 2018 for a vote on the question of disapproving the ordinance.  You may call Lisa Larivee, Town Clerk at 285-2101 with any questions concerning the above ordinance.
